  Article 38- Foreign Governments  
38.1 Foreign Governments  
  A foreign government is any sovereign government recognized by international bodies and the Parliament as having its own Charter rights.  
38.2 Foreign embassy  
  A foreign embassy is recognized as a formal and permanent representation of officials from a foreign government on national soil seeking diplomatic rights and recognition.  
  A foreign embassy shall be respected as having special rights whereby the actual embassy property and facilities shall be recognized as having the same rights as any foreign territory and therefore not under normal national law.  
38.3 Diplomatic rights  
  Diplomatic rights in regards to the immunity of prosecution, the rights to diplomatic privacy shall be accorded all official diplomats functioning from foreign embassies in so far as their behavior does not represent a national threat or harm the life of the citizens of this nation.  
  In either case, diplomatic rights shall be considered secondary to national and state laws beyond the sanctuary of a foreign embassy.
